ERA - Upcoming Conferences (March 2012)


ACADÉMIE DE DROIT EUROPÉEN - ACADEMY OF EUROPEAN LAW - EUROPÄISCHE RECHTSAKADEMIE - ACCADEMIA DI DIRITTO EUROPEO (ERA):

-Annual Conference on European Antitrust Law 2012 (Brussels, 12 March 2012 – 13 March 2012): This annual conference will discuss the direction of future reforms of EU antitrust procedure following the recent publication of “Best Practices” on the conduct of proceedings concerning Articles 101 and 102 TFEU and the Decision on the new function of the Hearing Officer.
The conference will also deal with the role of the Court of Justice of the EU in ensuring compliance of EU antitrust procedure with the Charter of Fundamental Rights of the EU (CFR) and the European Convention on Human Rights (ECHR). -Keeping the EU’s External Borders Secure. FRONTEX and the use of new technologies (Trier, 15 March 2012 – 16 March 2012): This seminar will present and discuss the latest developments and challenges for external border management in the EU with experts from the European Commission, FRONTEX, EUROPOL, national border guards, police officers and policymakers.

-The Commission’s Proposal for a European Foundation Statute (Brussels, 20 March 2012): On 8 February 2012, the European Commission adopted a proposal for a Regulation on a European Foundation Statute, which now needs the approval of the Council of Ministers and the consent of the European Parliament.
The Statute would be an additional and optional European legal instrument allowing individuals and legal entities to set up a European Foundation (FE) according to the same conditions throughout the EU. It could help remove costly legal and administrative barriers that delay or hamper foundation-led European initiatives, thereby enhancing foundations’ ability to maximise their contribution to the public good at a time when the strings on government purses are tight.
The idea for a FE was identified as one of the concrete measures to support the objectives of the EU’s Single Market Act (Commission Communication, April 2011).
This briefing will present and discuss the Commission’s proposal and explore the way forward for the Statute.

-Tax Measures as State Aid. The aftermath of the Gibraltar case (Brussels, 22 March 2012): The European Court of Justice recently published its judgment in the Gibraltar case, ruling that an incentive on corporate tax proposed by the Government of Gibraltar was State aid incompatible with the internal market. This landmark judgment could have consequences for offshore regimes, for regional autonomy on taxation in the EU and for the assessment of tax measures as State aid in general.
